Fortum Power & Heat has signed a framework agreement with Elcoline’s TGS-Sahala business line covering steam turbine maintenance at the Loviisa nuclear power plant in Finland for the period 2026–2030. The agreement includes an option for a further two years.
The contract covers comprehensive maintenance and testing of all four turbine trains during the plant’s annual outages, as well as rapid corrective maintenance between scheduled outages when required. In total, Elcoline will be responsible for maintaining four high-pressure turbines and eight low-pressure turbines.
For each outage, Elcoline will provide a team of approximately thirty specialists. The service includes ll required resources, such as project and site managers, turbine experts, commissioning engineers, mechanical technicians, electrical condition monitoring engineers, and system specialists. The agreement also draws on the expertise of Elcoline’s turbine workshop in Naantali, Finland, where valve actuators can be serviced and tested, and legacy turbine components reverse-engineered when necessary to support spare parts manufacturing.
In addition to scheduled maintenance, the agreement provides support for unforeseen turbine faults during operation. Should a failure occur, Elcoline will mobilise the required personnel to the plant at short notice. This capability helps minimise turbine-generator downtime and supports the continued reliability of electricity production.

Loviisa’s two units are licensed to operate until the end of 2050 and produce approximately one tenth of the electricity used in Finland, which makes turbine availability part of the country’s security of supply.
